Are you sure you got the steam key for this actual pack?
Humble bundle offered different pack that isn't in steam that contains different items, it was called Dirty Bomb — The Ultimate Starter Pack DLC.

Can you see as DLC when you look at the game in your steam library?

Hey I'm sorry but I've had to mark as not received. Turns out you did create the wrong giveaway and support suspended me for not activating a won giveaway. I had assumed the giveaway was bugged and waited for a reply from Dirty Bomb support but never heard back.
