What happened? The user made a thread needing help for a cat, and they got suspended? Was that a scam or something?

Yeah, I got suspended for making the thread about helping my friend's cat in the SG forums because it's against community guidelines, which I didn't know then. It seems that it's OK to share such links in my GAs descriptions though. It's not a scam mate, kitty needs our help!

"It seems" is an odd way to handle such a thing if you're uncertain about it - asking if it's ok would probably be the wiser move in such a case?

Yeah, it would be. I have one casual ticket about a game id open for over 4 months here in the SG support with not one reply from the SG staff and it's only one example. Make your own conclusions mate, hope you get the picture ;-)
