If you (or I) win it and mark as received, SG will eventually suspend you if you don't have the game activated on your Steam account.

It has nothing to do with not wanting UPlay keys. It is against the rules and will end up with both the giveaway creator and the giveaway winner getting suspended. The winner of the giveaway must have this game activated on their steam account or else they will get suspended in the future and they will also be locked out of all private sgtools giveaways that check for broken rules.
