Unfortunately, no.
GOTY edition has another application ID so you won't be able to get the DLCs.
And that's just not fair - many people were playing illegally or did not play at all.
Let's give them a chance! :)

That is not accurate. GOTY edition is a package: Borderlands 2 GOTY: http://steamdb.info/sub/32848/#section_apps
And you can activate this if you have Borderlands 2 base game already. If one activates the GOTY, the Borderlands 2 base game will not give an extra copy.

But add this restriction in the GA description, so people who have the base game are aware they should not enter the GA. Possibly will avoid rerolls.
