Wrong dlc. the key is for Koji (Character for Occult Raise)

Well, I can't activate because the key is for the wrong dlc as I said before.
wait, it still is a character dlc for occult raise right? why cant activate?
Firstly I already have that dlc and secondly it is against the rules of steamgifts to mark a giveaway recieved and not to activate the game or a dlc the giveaway was made for.
