Having reviews doesn't automatically suggest a deal with the developer. A lot of the reviews are negative. Besides, I have seen plenty of reviews on games given away for free through gleam.

I give away copies of stuff I win all the time... as i enter and win before i end up buying a copy.
Furthermore if someone enjoys what they won they may give it away as well. Or if they won and don't know when they will play it. There are so many reasons a person might gift something they themselves won.

If you are going to make an accusation check first before firing off at someone.

The rules of this site are not just explicit about re-gifting being not allowed, it's repeated 3 times:

from the Terms Of Service:
- "you understand that [...] any Gift you receive is for personal use, and must be activated, or redeemed by the Steam ID associated with your SteamGifts.com account. The Gift should not be used for other purposes, including by not limited to, trading, selling, or regifting."
from the FAQ:
- "if you win a game, it must be activated and redeemed to the Steam account used during registration."
from the Community Guidelines:
- "Won gifts should be activated to the Steam account used during registration, and they should not be regifted, traded, or sold."

That said, THIS PARTICULAR giveaway is not a re-gifting. Damn poor choice of timing, but apparently legit.

I'm quite familiar with the rules. What I'm saying is, just because someone WON something doesn't mean if they make a GA for it they are breaking the rules. You should have checked if they activated the game on their account before making the accusation :)
