If it's a region restricted gift, why didn't you create the giveaway with a South America region restriction from the beginning? There is an option while creating, which let's only people from these countries enter the giveaway.

Have you even checked the Region Restrictions here? Then you would have seen, that the "South America" restriction would contain all countries you have written in the description.

You would think that, but it's probably because steam does it that way, that they're consired part of South America region, even if they're part of Central America.
But at least you now know for the future :).
And since there are lots of people not reading descriptions before entering, it would make it easier for you to know, that only people from that region could win and you don't have to deal with the problems if they're not.
