Hmm, Rise of the Samurai Campaign it is not listed in DLS list on steam page SHOGUN 2.
But I'm sure that I saw this DLS few month ago.
This one was released before FoS, so yes, it is for Shogun 2. And I can`t enter either, even tho I own the base game. Same thing happened to me for a blood pack dlc a while back :(

Click the "view in store" link. The item this DLC is linked to doesn't exist (at least in the US store). Probably a huge part of it.
