Oh, right, neat! If you add it to your cart, click "Purchase as a gift", then choose to "Send my gift directly through Steam", you can see if the person owns the DLC in most cases. Still need to add them as a friend first.
I say "most cases", because there is still some DLC that will not be detected this way, but it is very rare.

Yes, if you have it in your inventory as a gift item, that should work (I believe).

They should display these things on the DLC page, it would be easier to see. Or somehow on people's games list.
