I assume it's a key from polish gaming magazine. When I used the key it said Wargame: European Escalation (PL). 100% for steam, i have both DVDs on my legs - along with Painkiller: H&D
Painkiller is restricted for Poland, i heard that Wargame is too. From all the steam games in past (some examples: Just Cause 2, Supreme Commander 2, WH40K:DoWII) not even one was restricted. I think they catched up that people are selling and trading keys for profit.
You know: when magazines costs 16PLN (aroung 4-5€) then it's a great deal.
