I know there are a lot of assholes trying to give away the free base game Tropico 4 today, but take care there are also some good guys giving out real keys like Wissaul :-)
I don't know about this giveaway but the winner has already won the collectors edition in the past which includes all the DLC including this one. They have how ever not activated 4 other wins. So god knows what has happened here.
I'm on the investigation, I've seen a certain individual - knows as MuIIins on her online persona - to appear at the site of the act. She was stalking rulebreakings today - she may be related to it, or just overly curious, always just steps behind the police.
You should remove this giveaway if this is for the Tropico 4 base game. The HB key will give you the base game.
If a user already has the base game, he can not redeem the HB key.
If a user does not have the base game, he can not enter your giveaway.
Either way, you should not misrepresent the game given away.

This DLC is actually on sale from the Humble store, 75% off. So I would guess this is a genuine key.
