Contact the user, explain the issue with the key and wait for a response. They might have another key for the same game to give you.
If they aren't able or willing to give you a replacement copy for your win, and the two of you don't sort out having the giveaway deleted, you can mark it 'Not Received' after a week.
If they offer you a key for another game as an apology, just be aware you still can't mark it Received if you didn't get the game indicated in the giveaway, as it would show up as Unactivated to the Support team and other users, which would result in a suspension and possible blacklists. Even if you get another game, you still need to request it either be deleted or mark Not Received.
