You post an sgtools link in a forum post or steam chat/discussion and people access your private giveaway via that. If you just post those requirements in a public giveaway they are seen as custom rules and will be ignored. You'll only get a reroll if the winner hasnt been suspended for a offence in the past, not just any old offence.
Hmm, maybe it is just as you mentioned. I knew this will not be obligatory to users in public GA. I just hope those who want to enter my GA could abide the basic rules of SG. Activate all won gifts and do not win the same game multiple times are not so hard to be done. Anyway, I will wait and see the response from support.
