I have never played this game so everything I say here is based on what I could find about it:

With a whopping 1.5 user rating on Metacritic, it's reported as horribly buggy, constantly crashing (some reviews indicate it has DRM that semi-frequently prevents you from playing the game), and I remember reading something about them directly stealing code from other 4x games (can't find the mention in a quick search). The "bottom Line" from the CNET review: "Legends of Pegasus borrows liberally from other 4X games, but little of the good stuff survives the transfer." The developer is out of business, and no work will ever be done on it. It was originally released on Vista.

No longer available in the Steam store, which seems to be one of the few draws of owning the game (for people who like to collect). The only other reason seems to be morbid curiosity about just how bad it is.
