Not if they follow the site rules. Winners are supposed to mark their won game "received" after they have redeemed it to their library. If the key is "bad," they should mark it "not received."

You are correct. As far as I am aware, every person who has made such a comment on this site has been suspended for it. Apparently, that is not enough to prevent other people from doing the same thing.
