Don't think you can even activate it on Steam if you own the base game already as base game and all DLC are just one key in the GOTY edition.

You can activate it. I bought GOTY edition for another game on gmg (it was cheaper then season pass on steam) and everything worked fine.

You can. SteamGifts also is unable to recognize if users already have this game, as the Steam API doesn't work well with DLC, bundles that have DLC, or GOTY editions, so best to check the winner.

It is up to the person giving away the games on if they allow people to enter who own some of the content already. So basically we are asking you if you are okay with this or would prefer to give the game to someone who doesn't own it at all.
