This is due to way how SteamAPI works. It does not report users own games with Profile features limited tag on Steam Shop. Due to this SG can't see users own base game, and do not allow them to enter in DLC giveaways.

There is no solution to his problem, creators need to wait for Steam to remove this tag from base game, before they can create giveaways for it.
