Just so you know, even if someone hasn't marked as received you can go to the "Winners" tab for a particular giveaway and put their username in the search box and it appears to show them as a not so anoymous "Anonymous" if they have won.

What do you mean? People who haven't marked their wins as received are labeled as "anonymous" in the "won" page of the giveaway.

Okay, I will use myself an example. I won a key in the big Ukrainian Ninja giveaway but not have marked as received yet because the key was duplicated (they are working on it).

So, go here:

http://www.steamgifts.com/giveaway/Aqs1A/ukrainian-ninja/winners/search?q=Shad0WeN

and notice what you see. I entered my username into the search query and you can see that it shows me as "Anonymous". Now for example if you were to change the name so that it is wrong then it will not show as "Anonymous", it just shows nothing.

Get it now?

So in this way it appears as though you can see if a particular user has won a giveaway even if they haven't marked it as received yet. It might not be intended but in a way it is good because the whole marked as received thing is too open to abuse.

edit: won't show as "Anonymous" anymore because it has now been marked as received

A caveat with the search thing though is that it seems to do a sub-string search, and not an exact-only match, so it is possible that it could come up with result(s) that is/are someone other than the user you are searching for. For example:

If you were searching for "Shad0WeN", but someone named "xxShad0WeNyy" won, then it would come up with an "Anonymous" result that is not the user you were looking for. That's not likely to happen with my particular username, but it could if someone had a more simple one. Anyway, I'm sure the staff can see who it is though so they would have to investigate it on their end.

Just a follow-up to my last post regarding the sub-string username search. I neglected the fact that you can also search the list of entries (which is always public), so that could be used to narrow down the username if needed (possibly to a single one).

You are not allowed to re-gift games I'm afraid. And you should only be entering giveaways for games that you are going to redeem for yourself on your account.

That looks to be an older giveaway of his, but that user did put up another giveaway for Ukrainian Ninja (that was subsequently deleted) right after they had won it, despite not having it activated on their account at the time. They only activated the game after it was brought up in that other deleted 're-giftaway'. Anyway, he is technically in compliance with the guidelines now so I closed the ticket that I had submitted for him since there is no way to prove anything.
