Normally they are already excluded. If you own a game/DLC you can't join a giveaway for the same game again. For that reason you are also kicked out of ga's you joined if you win one out of multiple entries (e.g. you joined 4 money island ga's, first one gets drawn and you win, you get kicked out of the 3 ga's left because the system detected you have it now).
To check the winner you need to send a friend request. When you have him in your friend list, go to the dlc page. On the right side is every friend listed that owns this dlc-> hopefully your winner is not there. If he is, you don't give him the key and send a ticket to the staff for a refroll.

Unfortunately, the winner of this giveaway already owns it. I asked him via steam if he would like to give it away to someone else, he denied, so I'll do a reroll on this one.
