If the game is in the GA creation list it can be given away. It will probably be updated later to give them no CV.

No, it will be removed from the list for some time and restored later with 0 CV.

Currently free games are getting temporarily disabled. If some users manage to create giveaways before they are disabled is doesnt really matter. Because when its added back its 0 CV from when it was free so this gives no CV no matter what.
