Are you sure you're not trying to give away Definitive Edition like djidji3 suggests?
What's more, you might want to take closer look at your version, if its from german store its censored version.
He's German. I believe they still sell the original version over there.

If the winner can't activate it ask for reroll and consider making giveaway Germany region only if it was distributed to German buyers only.
And yes it is probably somewhat censored version, which is why buyers from Germany didn't get Definitive Edition in the first place. :/
