Hello there. If this is the free game from bundlestars, you are breaking 2 rules: (1) misleading giveaway as the DLC content is not included and (2) you are giving away a free game.
In case (1) the winner has to mark the giveaway as not received as they will not get the complete bundle.
If this is indeed the pack including the DLC, thank you very much and do you mind if I join just for the DLC?

I think it's better to confirm whether it is the digital deluxe edition or not. If it is, it is not the free game. If it is really the free game (not deluxe edition), the winner would report this by creating a ticket and then it is the time for blacklist.
