Since you are quite new: in case you don't know, if it turns out to be regular and not velvet edition, you'll either have to get the DLC for the winner somewhere (should be easy, it's aviable from multiple traders and on tremor) or ask them to delete the giveaway or accept that they mark it as not received.
You might also wish to add if it's possible to enter while owning the base game or not.

Oh i rly hope i'm right, i recieved they key from same vendor a while after first one and when i tried to active it it said i already own the product and i own the the game and dlc, ill propably add in description to ask people to join only if they don't own the basic game, i personaly don't like it anyway when there is whole game wasted when somebody might used it.

I have the main game Two Worlds II and the DLC Pirates of the flying fortress however I still can enter this. Do you know why? Is it bugged somehow?

It is a package that contains DLC items. DLC items are not properly reported by the Steam API, if reported at all. Meaning this site cannot confirm if you own all items from it or not, therefore it is left open.
Same problem persists with almost each and every item on Steam under a subID, where the product itself is made of several items. This is why newcomers need to learn to disclose how large ownership they allow for those who enter. (You can always ask for a reroll if saying you think winner owns too much.)

Except the base game has been given away for free- the only component that hasn't been is the Pirates of the Flying Fortress DLC, and if you could list it as that, you could presumably list it as Velvet edition anyway. :X

Staff is consistently lenient as far as not punishing for free games goes [aside from deleting the giveaway], so theoretically it shouldn't be much of an issue.
