I would make a holiday on the summer solstice as it tends to be fairly close to the hottest day of the year and would therefore mean people would be able to enjoy the sun. It would also be tradition to have a massive barbecue with as many people as you can on your street.

I think New Zealand has the right idea with the holiday "the day after New Year's day". Just put a holiday immediately after the current public holidays to help everyone recover =)
