I believe he has it but shouldn't he be the one to email the game as a gift to the winner or add them to his steam. After all that kinda is the part of the deal as a gift giver. It's also faster to send it by email I find. It how I do my gifts to people who win.
Yes, he's technically obliged by the rules to seek out the winner and provide the gift. The winner is not the one who has to contact the gift giver. If he does not he can be penalized by having the gift marked as not received by the winner, putting his steamgifts account in bad standing.
