In rules it's up to giveaway creator if they allow people enter for DLCs (that's why people ask)
If giveaway creator didn't state anything then it's MAX of 50% DLCs owned (in value) - to prevent people who miss 1-2 cheap DLC entering a giveaway for complete game with all dlcs ^^
