No it isn't. Mods haven't said anything about it being against the rules + there are plenty of good reasons justifing these giveaways in discussing threads on the forum.
It is against the rules because Double Fine Bundle includes also Brütal Legend, so if this bundle doesn't have it, it needs to get deleted.
Actually, it didn't previously include BL so it's technically the older bundle if it doesn't.
