Yes, I know that by default they can't. But what happens if they decide to change "Hide giveaways for DLC if you're missing the base game?" to No (for whatever dubious reasons)?
I don't hide them and I can still see them, but if I click on the giveaway page instead of a green "enter giveaway" button I see a red "already exists in account" unclickable one. :)
So the only way to enter would be if you just bought the dlc (or game) and have a private profile where you have not synced it yet. It actually happened to me a couple days ago and I had to remember to unjoin the giveaways for the bundle games I bought. XD

I have a private profile because it keeps most of the bot riff-raff out. I used to have it visible to all steam users but steam took out that option so I went down a level. Hope this puts your mind at ease a little bit : profile pic and totally not pron site
It's ok, people who don't own the base game can't enter the giveaway by default, SG won't let them. :)
