The artist that I love now, and who doesn't sound anything like Bowie but I feel in a lot of ways is his spiritual successor (in terms of his attention to the production of the music as art, and his attention to detail), is Steven Wilson. I was a fan of Porcupine Tree for a very long time, and was a bit skeptical when he started going solo...but the last 3 or so albums he's put out are pure genius (especially "Hand. Cannot. Erase."). And ALL of them are good, but he's just grown so much across these last ones that they feel timeless already. Highly recommended. Even my younger brother, who is not usually into all of the progressive weirdness that I am, has fallen completely in love with Steven Wilson's work.
Totally worth your time! He's the only artist where I've bothered to pay for a recording on DVD-audio so that I could here the 5.1 mix of the album ("In Absentia" by Porcupine Tree). His production quality is that amazing. And it was truly an incredible experience to sit in the middle of the room and listen to that mix of the album...it was like sitting in the middle of the band during the performance. So cool.
