I don't understand. Seems to me the New Steam version has the same content as the Complete Pack. There's the core game, Opposing Fronts and Tales of Valor, the last two being expansions that came after the main game. Unless you mean that with the Complete pack, you get the CoH1 core game, Opposing Fronts, Tales of Valor and CoH New Steam version for what you consider a total of 4 games.
