Hello snowshockch, I'm replying to this user report ticket here since no one can comment on those tickets.
As far as I can tell, your country still uses US store prices, right? I couldn't find a listing for your country on the game price here, so I'm assuming that. However, Brazil is right near the top of the page, having some of the lowest prices for the game. Because you can only send a gift to a country less than 15% higher in price (a change Valve made early last year, at the same time they removed the option to store purchased gifts in inventory), the gifter is very limited in where they can send the gift.
They should have limited the giveaway to only their country, but instead used South America for the giveaway, which is fine with region locked keys but not store purchased gifts. Argentina and Brazil were the only South American countries they could send it to.
