Did you get the region lock wrong? The game can not be bought in Germany on Steam. Is the region locked to the 3 countries, or rather all countries except those 3?
The mixup also includes Steamgift's region settings. Since the currently entered users are all from DE, JP, KR, it might be better to delete the giveaway.
