Just in case: this is one of two DLCs that are not included in the Game of the Year Edition for some reason, so it's an interesting giveaway that many people don't have it, thanks.
This is essentially a "cheat code" for quickly unlocking cars, which is already in the game. But formally, you don't have this DLC in your library, so collectors should be on their guard.

The H2 RWD Double Pack contains early unlocks for the Fiat 131 Abarth Rally & Alpine Renault A110 1600 S.
I was confused too when I bought the GOTY and noticed there were 2 DLCs I didn't own. I looked deeper into it, turns out you'll have to unlock them in the story/campaign, while paying extra for this DLC hands you the cars right away.
Without GOTY you won't be getting the cars at all, from my understanding.

So they are technically free in the game? Like, this is the same thing with like Frost in MK11 where you can buy the DLC to get her early?
