check the winner's library because since the bundle is splitted once in your account, the collection is not identified as owned even if you get all the contents

I don't understand your question, didn't talk about wishlisted thing.
What I tried to say is to check if the winner does not already own the games, because the collection is not shown as owned for SG neither Steam, but every single content of the collection is. So you can enter the GA even if you already got the collection bundle before.
SG fails to detect when a pack is owned because nobody get "Bioshock collection" in the library but get "Bioshock, 2, infinite, etc...

Perfectly agree with the second part!

Sorry for not making it clear, but this collection even appears in giveaways/search?type=wishlist if you had some of the games on your Steam WL.
I guess a solution for everything is to just hide it. :)
