Hi, I write you here because I don't want to disturb adding to Steam or opening a new ticket.
I just want to know how many not activated won gifts are we allowed to have until we get a permanent suspension. I am asking because you closed this ticket and the user has 38 not activated wins. Those seem like too many and he did not even got a temporary suspension.
Thank you.

Hello orono.
Please do not add any support members on Steam just to discuss tickets, all matters relating to "official" Steamgifts issues should be handled via our ticket system. I know you didn't try to add in this case, but just letting you know for future reference. Opening tickets won't disturb us, we are here to answer them and you can always open a ticket if you have any questions or concerns.
As for your question, we in support naturally can't discuss tickets in public in great detail but I can tell you why that ticket was closed without any action taken on it: All of the games (with the exception of 1, which also did not result in suspension as a previously known issue) you had highlighted as unactivated are games that have been removed from the Steam Store, and thus Steam API is unable to correctly report them as owned for any user. Games that are deleted from Steam Store are thus considered to be false positives when checking for unactivated wins, and users don't get suspended for those. Majority of the games in your list were removed from the Store less than a day ago, since you had used SGTools to check the user, the tool is likely not yet updated to exclude these recently removed games.

Understood. I just read last SG Tools thread messages and it seems that almost all Atomik Fabric games were banned yesterday so yes, false positives.
I have never added a support member to Steam to discuss and I will never do, I don't even add regular members to send gifts, I always use this section if the member has a public giveaway created because of the lack of a private message feature.
Thank you again.
