Giveaway creator: I'm not sure if your description is a joke but, in case it is not, giving out DOTA 2 is not a violation of the rules. Generally speaking, beta keys are not allowed but DOTA 2 and Counter-Strike: Global Offensive are both whitelisted* and, thus, the only exceptions to this rule. Now, if you don't have a copy of the game as your inventory seems to suggest, that's a completely different story and you should indeed contact support.
