it's just the same old story with steamAPIs and DLCs

Steam doesn't send ownership data on DLCs, which also affects each and any package that contains at least one DLC.
As such, any DLC or DLC-including package will always show up as not-owned (though if you won it through SG, you'll get the Previously Won entry block).
The one exception to this is packages that contain DLCs but have been misconfigured so that they don't list within the package- unfortunately, the problem with those is, anyone with the base game can't enter for such packages due to them seemingly owning all of the content. :P
