It's after they win. You should go onto their steam page and search for the game in their library. If you see they have it, request a reroll by pressing request new winner. It's just something that happens on certain games due to subs or something idrk.

You can't avoid that. Usually (in steamgift), the gifter check the steam acount of the winner before send the key, to be sure that didn't already have the game
