Sometimes the package options will have a combo pack available, otherwise no. It looks like this game does not have that option. You can just replace the key for the giveaway on Steamgifts after they redeem the base game though if you want the same person to get that DLC. Or send both to them through a different method, either option works.

Yeah Spry already answered. Easiest way to be sure, is by letting those who enter know that you intend to do this, and then get in contact with them make sure they accept all keys.
