What are the rules for entering to win Steam packs if I currently own a number of the games contained within?
We ask users not to enter giveaways for packages if they already own the majority of the games. This allows for winners that will receive the most value out of their gift. In the end, the giveaway creator has the final say, and if they believe the winner owns too many of the packaged games, we'll allow them to request a new winner.
= It's a GA creator decision to allow others to enter for DLC (if they have base game or game+ other DLC's).
This is only your decision to allow / disallow.
Be warned that even those with all the content can enter, and some well might.
You can only see exactly what somebody else (a winner) owns by adding them as a Steam friend and going through the motions of gifting them content from this or checking the 'friends have played this game' / 'friends want this game' store section.
Ideally you decide beforehand how much partial ownership you are okay with without submitting a reroll request rather than sending the key.

If you mean SteamGifts rules I'm not quite sure. If you're asking if it'll work with Steam despite owning the base game, yes.

Yes, this is what I meant - thanks for clarifying. I'm asking SirSpacey if they'll let me enter for the DLCs, even though I own the base game already.
