Well, as far as I understand - NA means North America, so it would be restricted for other countries (besides USA and Canada).
And if (when) anything changes about any restrictions at all - there's always a way for support on SG to reflect those changes.
P.S. Just checked - and yes, there's no NA region when creating a GA. But again - I might be wrong, but NA restricted games on Amazon wouldn't be even buyable for other regions anyway?

I would think that NA restriction means you can only purchase it if you live in NA. Steam has (up until now) been treating NA gifts as ROW.
