It kinda is, but keep in mind that the base game has been free before (with [despite an early indication to the contrary] seemingly unlimited quantity, across a 3 week duration- so most everyone who heard about it got a copy), and has been bundled twice on top of that.. By contrast, I believe this is the first time the DLCs have gotten a decent bundling.

In fact, the base game regularly goes on deep discount, while the DLCs never do- to the point that it has been better to just wait on the complete pack to go on sale, as it'd be far more expensive buying the DLCs individually, even if you already own the base game.

So, in sum, the base game will presumably continue to have plenty of opportunities to be acquired, while getting the full game [even for those who already own the base] will likely still be a bit more of an effort.

Naturally, your perspective on it is the only one which matters- and, as you said, there's some degree of waste to giving the allowance. Of course, I put the blame for that on Valve's consumer-unfriendly purchasing policies. -.-
