Do you mean that it should be a given to thank if you win? Because thanking is very arbitrary on this site - I blacklist people for thanking on my giveaways so I don't think it's something that's really a given.

If you win, you would definitely get the gift independently of saying thanks. But you will not have the possibility to join other giveaways from me.

The reason for that is, that you get something for free here. You have nothing to do for it, so its just polite to say thanks in case you win.
