It'll be hard to figure out if someone already has it, especially if their profile has been set to private after updating Steamgifts. I'm not entirely sure you can check for Destiny 2 DLCs.
add the winner on steam and ask him to put his games details on public if they are not
then go to this page https://steamcommunity.com/my/friendsthatplay/1085660
and check if he is listed under one of these categories:
If he owns the app
Friends who have played X in the last 2 weeks
Friends who have played X previously
Friends who have X in their library
If don't have the app, but it's on his wishlist
Friends who want X
