No, it's possible to make Germany-only giveaways. Region-limited GAs are only for 1 region.
Technically you are not allowed to give away games that cannot be activated in >0 countries as public ROW.

Sorry, I missunderstood the settings, never needed them in any of my giveaways. But it would be helpfull to have this option with all the banned games in germany ;) .
