I asked the giveaway creator about that but they've since deleted their reply, they got the key in a Gleam.io giveaway, so I don't think there's a chance you'll get a proper key for the full version of the game, and if you don't, you'll just have to mark it as "Not Received" as soon as SteamGifts allows you to (a week I think).
BTW, I managed to grab a screenshot of the giveaway creator's comment from Google's cached copy of this page.

I left the other winner a comment in an old giveaway, and warned them about getting in trouble for marking it received, but maybe they think that now they've done so they have to wait a week to unmark it and change it to not received, I thought you could just uncheck the received box before the week was up, no? I've never had to do it so I'm not sure...

If key is already used you are required to deliver working key for the winner. If you fail to do so they can mark GA as not received. Deletion of giveaway is last possibility and more of good gesture than anything else. Winner can't be forced to do so, nor writing it like "a rule" makes it official.
