I thought it will be reasonable to let people enter for DLCs if they already have main game, also there is no way I can check if they have those DLCs or no :) So I forced to trust the community. Nevertheless I will check if winner has any DLCs achievements.

You can actually check if you're Steam friends and then look at the app page of the DLC. It shows ownership in the right column. Of course that's a bit tedious but I've done that in the past when I had a hunch.

Didn't know that! But I still won't be able to do that: Arkane Studios/Bethesda Softworks games are not available in my region and I won't be able to physically access the DLC pages... :) Theoretically, I will be able to do this if I start the process of moving to another region on Steam... But it just looks completely redundant. It's easier to just believe in people :D

In theory, you can also add the winner as a friend on Steam, add the DLC into your cart and try to send it as a gift to your winner. Steam will then tell you if the winner already owns the DLC or not.
Since you can't access the pages, it will stay a theory for you for Arkane Studios/Bethesda Softworks but you can use this trick for future DLC giveaways.

I do own the "Definitive Edition" and it would also let me enter. I'm assuming it would not let me activate the key if I won it. I generally hide this ga, but of course still see it when it's in a train.
