Sorry, I have Tomb Raider not GOTY edition...i think that key gets me all DLCs,but it doesn't work...sorry

If key you activated did not add "Tomb Raider GOTY" to your account (and you do not have DLCs) you should write to giveaway creator about this issue, and change feedback to not received for this giveaway.

If you confirm you properly activated game you won and it's not found on your account - you may be suspended for inactivated wins.

You should keep not received status if creator will not give you key for GOTY edition, or upgrade from vanilla to GOTY.
