Actually, they can. There are some really odd region locking for certain games, for an example a "common" RoW key for Killer is Dead can not be activated in Sweden (the one that says RoW in the database). There is a version that can be activated here though. It's up to the publisher to decide how they want to lock their games.

Do you think that valve will ever add support for windows devices? If we don't get support that means we miss fallout shelter and steam authentication. :(
