If you have Saints Row: The Third - The Full Package (which would be their equivalent to a game of the year edition), then this DLC is included. It's the second one listed there.

I don't know which exact version I have, but according to Steam 3 DLCs are not included on mine:
The Third Season Pass DLC Pack
Unlockable Pack
Bloodsucker Pack
The last 2 don't seem to be in the Full Package either

One of my gripes with DLC is how sloppily it's handled sometimes, and this is one example. It's sloppy for the publisher to call it "The Full Package" when it's missing the Unlockable and Bloodsucker packs, and on Steam, The Full Package lists The Third Season Pass DLC Pack separately as if it's an additional DLC, but it's simply a pack that contains these, which you already own:
Saints Row The Third - Genkibowl VII
Saints Row: The Third - Gangstas in Space
Saints Row: The Third - The Trouble with Clones DLC
Saints Row: The Third - Nyte Blayde Pack
